That just says "Safety Scheme"... ;)
It's alright though, I solved the mystery myself, they are laying down an "anti-skid" surface on the road (like they have in the new green cycle lanes), which will involve much glue and grit, I'm guessing you don't want it too windy or rainy while you are doing that kind of thing... ;)
I was just picturing a load of workmen with pickaxes running for cover if it drizzled...(Sorry, can't work in this Guv... ;)
